Brian Bearden, P.E., is a commissioned officer in the United States Public Health Service, and is currently stationed on the island of Saipan in the Commonwealth of the Northern Mariana Islands (a U.S. Territory). LCDR Bearden is detailed from the United States Environmental Protection Agency to the CNMI Commonwealth Utilities Corporation as a Senior Engineer, and is currently the acting co-Chief Engineer of CUC.

From 1991 to 1995 LCDR Bearden was a Field Engineer for Schlumberger Well Services in Bakersfield, California and later a Senior Field Engineer working offshore from Ventura, California, leading a crew in the performance of in-hole geophysical measurements for oil and gas wells, and cased-hole well completion services, including high explosive perforation services.

- Managed the $2M, on-going CNMI Water and Wastewater Facilities Master Plan Project
- Managed several wastewater design and construction projects totaling $10M
- Assisted water and wastewater utility operations in troubleshooting and adjusting operations
Prior to being commissioned as a USPHS Officer, LCDR Bearden worked for the CNMI Division of Environmental Quality (DEQ) in Saipan, from 1998 to 2011. During that time he:
- Wrote and administered regulations for solid waste, wastewater, stormwater, erosion control, air pollution, and water quality.
- Authored numerous technical documents including the CNMI DEQ Percolation Testing Manual, CNMI Integrated Water Quality Report, Republic of Palau Stormwater Management Manual, and co-authored numerous peer-reviewed toxicology publications in collaboration with the University of Guam, Water and Environmental Research Institute.
- Developed and administered numerous training courses for stormwater and erosion control, geology and groundwater, wastewater treatment, wastewater operator exam review, solid waste, and percolation testing.
- Served on numerous Boards, committees, and task forces, including the CNMI Coastal Resources Management permitting board and the CNMI Solid Waste Task Force.
