Information about the Revised Total Coliform Rule
The Revised Total Coliform Rule (RTCR) became effective on April 1, 2016. This rule revises how public water systems respond to a Total Coliform (TC) positive sample. Instead of a TC maximum contaminant level - there is now a Treatment Technique Trigger. If the Treatment Technique Trigger is exceeded, then the system must take action.
Treatment Technique Triggers
Level 1 Treatment Technique Triggers:
- for systems that collect 40+ samples/month >5% samples are TC+
- for systems that collect <40 samples/month 2 or more samples are TC+
- failure to collect ALL repeat samples after 1 TC +
Level 2 Treatment Technique Triggers
- E, Coli MCL Violation
- 2nd Level 1 Trigger w/in 12 months (rolling calendar)
- for systems that collect 40+ samples/month >5% samples are TC+
- for systems that collect <40 samples/month 2 or more samples are TC+
- failure to collect ALL repeat samples after 1 TC +

- E, Coli MCL Violation
- 2nd Level 1 Trigger w/in 12 months (rolling calendar)
Assessments
Level 1 Assessment
- Level 1 Assessment performed by Operator in Charge of System
- Level 1 Assessment form submitted to BECQ w/in 30 days after learning of Level 1 Trigger
- Form must describe:
-sanitary defects
-corrective actions completed
-proposed timetable for corrective actions not yet completed
-may note that no sanitary defects were detected
- BECQ reviews - if determines assessment is not suffcient then BECQ consults with system. System submits revised assessment form.
- BECQ must determine if system has identified likely cause of Trigger and has corrected problem.

Level 2 Assessment
-Level 2 Assessment performed by BECQ personnel trained to perform sanitary surveys.
- Level 1 Assessment performed by Operator in Charge of System
- Level 1 Assessment form submitted to BECQ w/in 30 days after learning of Level 1 Trigger
- Form must describe:
-sanitary defects
-corrective actions completed
-proposed timetable for corrective actions not yet completed
-may note that no sanitary defects were detected
