How the roles of BEH and DEQ differ in regulating bottled water companies
speaker: Joe Kaipat,DEQ; Lily Kapileo, BEH
Joe Kaipat of DEQ and Lily Kapileo of BEH explained the differences in how BEH and DEQ regulate bottled water companies. DEQ considers bottled water companies as "public water systems" and expects the companies to comply with the Safe Drinking Water Regulations. BEH considers the bottled water companies as food manufacturing establishments and expects the companies to adhere to the sanitary requirements of the environmental health regulations. An example of the difference is that BEH may shut down a facility if it has a positive E Coli results, whereas DEQ would only take action if the positive E Coli result was followed up with a second positive results.
