Drinking Water Regulations
The CNMI Drinking Water Regulations are administered by the CNMI Division of Environmental Quality (DEQ). The Drinking Water Regulations mirror the U.S. Environmental Protection Agency's National Primary Drinking Water Regulations (40 CFR 141), and most of EPA's drinking water regulations are incorporated into the CNMI regulations "by-reference." In other words, the CNMI regulations just refer to the EPA regulations. There are some things in the CNMI regulations that are not covered in the EPA regulations however. The first Part of the CNMI Drinking Water Regulations are CNMI specific. This Part includes regulations on:
The second Part of the CNMI Drinking Water Regulations incorporates each sub-section of the EPA National Primary Drinking Water Regulations by-reference. In some cases additional language is added to the regulation for specific CNMI situations.
The version of the EPA National Primary Drinking Water Regulations that has been incorporated into the CNMI Drinking Water Regulations is the version codified on July 1, 2007, and includes the Stage 2 Disinfection By-Product Rule, the Long-Term 2 Surface Water Treatment Rule, and the Ground Water Rule. The Lead and Copper Short-Term Regulatory revisions and Clarifications, published in the Federal Register on October 10, 2007 are also incorporated in the CNMI Drinking Water Regulations by-reference.
The latest version of the CNMI Drinking Water Regulations was published in the Commonwealth Register on February 19, 2008, Vol. 30, No. 02, at Page 28323.
