Glenn Barnes is a Senior Project Director with the Environmental Finance Center based at the University Of North Carolina School Of Government. He joined the Environmental Finance Center in 2006. Glenn trains public officials, provides direct community assistance, and carries out research on a range of topics from water and sewer utility finance and management, stormwater management, and wetlands and watersheds finance to energy and sustainability finance. Since 2008, he has directed the Sustainable Finance program for tribal and state wetland programs, providing education events for tribes in six EPA regions (5, 6, 7, 8, 9, 10). Since August 2012, Glenn is the co-director of the Smart Management for Small Water Systems grant funded by the U.S. EPA, and has led more than twenty continuing education courses on energy management, rate setting, and finance across the country in the last year. In addition, Glenn provided direct financial technical assistance to three tribal wetland programs and has presented at national tribal conferences and webcasts including the 2011 Tribal Water Quality Conference in New Mexico. Glenn also has extensive experience providing training and direct technical assistance to public water systems on financial management and benchmarking, capital planning, system regionalization, and reducing the energy use of water and wastewater programs. Additionally, he served as a technical expert to EPA on asset management
